With no vehicle info, I can tell you to inspect and clean them periodically. The material used to make that set of pads may react to moisture and sitting. Your dad might be absolutely right. But since some vehicles with this condition can experience wheel lock-up during the first few tries, it doesn't hurt to be careful and bring it up to a brake technician at the time of inspection.

I have seen vehicles under basic warranty 12/12 or 3/36 get other pads and or shoes tried as a campaign to improve safety and owner loyalty.

As for, "all the time, going slow, I hit my brakes and theres a scraping noise" ? that can either be the type of lining used, or, improper assembly, a foreign object like a trapped stone. Take a brake tech for a test run to hear it with you and say, " that's what i am talking about" when it does it. See if he says its time to inspect them.

The brake pads are worn out change the brake pads and that may resolve the issue

It's very possible for a thin film of surface rust to form on the discs in damp conditions or where water has splashed on them - mine do it when I've inadvertently sprayed the hose on the discs when washing the car.

This will produce a graunching sound for the first application or so of the brakes as it is wiped off, then all is normal.

However, as yours seem to do this all the time I'd certainly get someone who knows what he's doing to inspect the brakes. It might be grit trapped in there or it might be that you need new pads. Either way, get it looked at soon, you can't afford to take chances with brakes.

Mostly morning I drive my car and I step on the brakes they seem to make noise. My dad tells me its a rust build up; goes away after first few tomes of braking.
