The bottom of the lifters are slightly Mushroomed due to extreme wear. In those cases, I typically have to turn the block upside down, pull the cam out and then flip the block back over and let the lifters come out through the bottom.
Cam is flat.

Have you tried turning the cam so that the lobe is against the lifter which will push it out of the lifter bore somewhat.If the base circle(round portion of cam lobe vs egg shaped portion)of the cam is against the lifter,the lifter will sit lower in the bore than if its on the cam lobe(the lobe that provides lift) You can also use a slide hammer to remove the lifters.If the oil pump runs off the distributer shaft,you can try using a drill to spin the oil pump drive shaft so it will feed oil through the lifter valley which will lube the lifter bores to unstick the lifters.Friction probably has them sticking in place
Flat cam lobes allow lifters to become stuck in bores due to loss of lubrication. K-D tools makes a tiny slide-hammer for JUST this situation, was $40 some years ago.You ARE changing the cam, too?
Why are they not coming out. I was told because the cam and lifters are wore out that's what causes that. Is it true. I had 3 dead rockers also when the engine was running. But I just want to know what causes the lifters to get stuck in the bore hole
