Can you use a drilling machine to unscrew bolts on car wheels?

If you mean an electric drill no. An impact driver (air powered) or a tire iron should be used.

without the torque to get them started its unlikely

I have in the past "cracked" them with a brace first and followed up with the drill to remove the rest of the way

Drilling machine, no. Pneumatic lug wrench, yes. But that would be for the nuts, not the bolts.

You can if you want to break your wrist.

NOPE.
