Had a front blowout/tire failure take out front blinker, inner fender, dented quarter panel, put a hole in the rocker panel, shattered the driver's side mirror and housing, scratched the window and scared the crap out of me...

So... yeah, it is possible for tire blowout debris to crack a tail light. ;)

I have not seen that happen, but have seen the force of a high speed blowout. I would not be surprised if it happened.
