Spending thousands of dollars on fabrication that doesn't solve the problem is basically pointless.
Yes it can be lowered. It is not a hard job. He could also raise the seat which might be easier, or maybe a little of each one. Talk to a shop that does custom modifications.
Simple easy, 2 nuts on studs hold column saddle, replace w/ longer studs and spacers. Just don't lower it so much that the universal joint on column binds.
Should be as simple as removing the bolts that hold the steering column to the dash, an replacing them with longer ones. It'll be easier with older trucks than with a newer one, but still doable.
Also, was tilt steering available as an option on that truck? If so, your mechanic could pull a tilt steering column out of a junkyard and put it on your truck.

My dad is giving me his truck but im a little short so i can barely see over the wheel. The truck doesnt have the part other cars do to let the wheel down so I might not be able to take it. Can I get it paid to be lowered by a mechanic?
