Can I just spray paint over scratches/paint chips?

you won't match the color with spray paint and it will look tacky

You can try but it probably won't look any better. The scratch marks will still be there unless you sand it down again with a very fine sand paper as well.

And at the same time make an artistic statement. It could be a camo motif, look like a strawberry, a child with varicella, the plague, or any other interesting reflections of reality.

If you can see the scratch/chip then when you spray it, you will still see it. Spray painting does not cover over scratches. Otherwise you'll get runs and orange peel.

The paint surface on the repair will always show through any lack of preparation below it - no short cuts available. Prepare it properly with primers etc to get a non - scratched finish

I got quite a big paint chip on the back of my car but it's not down to metal. I sanded it over and then being a novice decided to use touch up paint to cover the area. I looks silly now and underneath that there is scratches from the sanding and the area is dull. If I remove the touch up paint and just use spray paint instead will it look better or do I need to do more than that?
