During a tune-up the readings are compared to the Cafe decal on the underside of the hood for most honda cars.

The emissions sticker under the hood should tell you the proper idle RPM.

Sounds like a big ignition problem. In the last 14 years do you know if it has ever had a new set of spark plugs or any of the filters, what about the timing belt?
