if the battery is low on stored ampere hours the alternator will peak charge till the batter is where it is suppose to be and if you were having charging issues the battery will be sub normal ,(or bellow ) the voltage regulator is inside the Alternator it is called a" Integral unit" self contained two units in one the battery is fully charged and the alternator is working correctly with the Voltage regulator you should have no issues if your going by the instruments in the vehicle they could be wrong and you need a tester on the battery with the motor running and see if they read the same , if you are not running the motor and using radio and other electrical things the battery will be low and when you start the vehicle it's going to be charging very high , I need to know with a digital volt meter on the battery with the motor running with no assys on what the voltage actually is and then I can ell out if you have a issue, for instance if your have starting the motor issues and or hard starting problems then the battery is going to be low and it's going to be charging high to compensate the loss of voltage drop then you would have a symptom of a different problem Sammy , so need a bit more teck information ok buddy.
The wire going to the alternator that tells it to charge is connected to something that regulates the charging system. Change that.

first is it a single pole alternator ,or does it have an exciter wire. exciter wire should be the sam volts as the battery.if it is low it will cause alternator to full field itself.
Check the regulator.
