the tv probably needs flashed. when you have microprocessors on board and they dont know what to do, no amount of electronic repair will help. there is usually a usb terminal for this, but good luck getting the flash from the tv maker
RCA's suck. They are the lowest quality out there. Replace it, then get a surge protector.
