C - one half the speed.
The cam opens the valves. Considering a single cylinder, the piston goes up and down twice to every once the intake valve opens and closes. If they rotate at the same speed then the valve opens every time the piston goes up or down. There'd be no compression cycle, no combustion cycle, and the engine would not run.
Hope this helps.

The piston comes up and down twice while valve open closes once, that would be half the speed.
Your question sounds like you're taking a test. Don't ask for the answers, think for yourself! If you'd studied you'd already know that basic question
also if engine is making a knocking noise ,,with a timing light ..watch the flashes if same speed as knock,,, top end ..if knock is twice as fast.. bottom end
