I think you should buy the block, and have the work done to it first. That is the foundation of any build, and you will be "locked" into building it...otherwise you might change your mind halfway through. Plus, how are you going to buy bearings, pistons or rings without knowing what the overbore will be? You can't even calculate compression until you know the piston volume and bore diameter, so you can't REALLY determine what head CC to buy.
You might not want a stroker. Too much stroke is not good... Especially if you dont need excessive torque. You can throw in longer rods with smaller pin height pinstons, tgat way you get less important accelerations thus you rev faster.
For tge heads, there is a good set of chinese made heads for 500 or 700 the set, witg rocker arms, needs some more blending/ porting but nothing bad.
For the price of a holley carb you can get 4 chinese iDF or DCOE weber carbs. You get an old TPI lower manifold that you can easilly modify fir the weber carbs.
With weber, no hassle with lean/rich cylinders, wet fuel problems... Better tuneability and improved throttle response...
You can get schoenfeld 180° headers.

I'd buy one that's built already, I bought a 383 stroker engine, (350 block with 400 crank and Dart heads) It wasn't cheap, I think a bit under $6,000 b But it made 481 horsepower and 463 #'s of torque. A lot of guys are going with this set up because it's not much more money than a 350, You want to go fast you pay the cash !

I trying to build my first engine ..im looking for a 350 small block to get at least 400hp out of. This may be a dumb question but can i buy the parts i want for the build before i buy the engine..like the pro comp heads the intake etc..or do 350 small blocks differ as far as specs.the reason im asking is because the heads are gonna cost more than what im gonna pay for the junkyard engine and i want to get the big purchases out of the way. Does this make sense or should i be concerned with buying the motor first?
