Georg Simon Ohm stated :-

" The current in an electrical circuit, is proportional to the applied potential difference and inversely proportional to the resistance of the circuit".

The current flowing in a conductor is directly proportional to the voltage (Potential difference) across it and inversely proportional to the resistance of the conductor. At the time it was created, temperature was not considered.

It is the natural law that defines the relationship between voltage, current, and resistance in a resistive circuit. It becomes much more complicated if inductance or capacitance is included in the circuit.

The law that for any circuit the electric current is directly proportional to the voltage and is inversely proportional to the resistance.
