Turn signals wont work? help?

There's a smaller gauge wire at the positive post on the starter. It's called a fusable link. It has a noticeable built in fuse coated in plastic. It supplies power to the inside of the vehicle. Chances are it burnt or broke. You can get one at your local parts house like pep boys and cut the old one out and splice in a new one

Did you disconnect the battery when replacing the starter? Best guess the signals and hazards work off the same relay and that somehow went bad during this process.

It's a long shot but I have a gm car. A 97 vette close in year to your baretta and my signals work off the hazard switch push in button. My hazard switch contacts stick all the time and if they do my blinkers won't work. So I have to push the hazard switch in a few times to get contacts to connect then my blinkers work. Im going to replace it but my hazzard switch is built in my dash and my radio and vents have to come out so for now I push in and out a few times and it then works for a few weeks. Also you have relays as well as fuses. Check your relay diagram showing the relay for the blinkers and try replacing it with a same amperage one from your fuse box like your blower motor relay etc as a test. If its bad then u know what to do

I have A 95' Chevy Beretta, i just put a new starter in myself, before i put it in my turn

singles worked, now they dont and neither do the hazards. its not a fuse, i checked that,

and its not a bulb out, i checked that too.
