2003 impala will not trun over new stated and battery
take off your serpentine belt. see if it will turns over. if it does then check for frozen pulleys. if it still does not turn over then get a socket for your crank pulley and a breaker bar with the belt off and see if you can turn it if not then big problems if yes then you got a defective part. then I would bench test the starter and do a load test on the battery. assuming you have good clean connections for battery and starter
Did you replace the solenoid? If so, you have a bad ignition switch or bad wiring.
Idk the year make and model. It could be the solenoid. Might try reposting your question with more detail, like... I replaced these items and when I turn the key, it does this... Nothing, motor turns over but won't start or tries to start but won't. Good luck.
Ps. Use a knife and carve out the oxidized metal from the battery clamps. There is a cable that goes from the solenoid to starter. Take it off and clean both sides.
