Besides what you already did, have the suspension checked and the alignment adjusted. Tires should be rotated every 5k miles so you prevent wearing out one and the others are still good. Replace the bad tire.

Positive traction is the only vehicles that both wheels spin at the same time and same pace. Are the brake Calipers working properly? Also there could be problems with the cv joints or some other part of the front suspension.

Yes should be roughly equal.

My daughters front wheel drive 1998 Toyota Celica GT has been making a rubbing/grinding sound and it seems to be coming from the front passenger side. I figured it may be her breaks so I changed those and while I had the front end up on jacks I gave it some gas and only one tire turns freely and the other seems to be having a hard time spinning. Is this normal? Also, I am still hearing the grinding/rubbing sound. Any ideas? (Note-her front passenger tire has been worn bald while the others are not.)
