Naw thats too expensive
You can fix it for $1.99 with some bright red fingernail polish. The proper way to fix it is to fill the scratch and paint the whole bumper so that the paint matches. $700 sounds reasonable to me.
Repainting anything is expensive. Have you tried a small canister of touch up paint from a Ford dealer? Or, some light rubbing compound from an auto parts store, with a chamois, first?
