Is it like you have the wrong key?
Man i remember having this problem if you know what your doing you might have a chance of unlocking it. the way i got mine unlocked is you gotta gently turn the steering wheel back and forth and not turn it till it stops.
try putting it in Neutral.
If that doesn't work wiggle the key around.
If that doesn't work, put the car up on jack stands.

Hi I have got my vr Commodore 1993 I have had it stored in a lock shed for the last 5 years I have just pulled it out and done a full service and tryed to start it with the steering lock is on but the key will not turn no matter how much I shake or turn the steering wheel....
I have tryed spraying wd40 in it the key hole but still nothing I just wanna get this old girl back on the road please help me.....
