Your fuse box has Ring Mains for Lights (1.5mm, 3 core) Sockets (2.5mm, 3 core) Maybe others for Shower and/or Electric Cooker. You may need to get a fuse box with more fuses (1 if just sockets or lights, 2 if sockets and lights) and you wire those into the area you want to be able to switch off separately.

Most houses built in the USA, in the last 50 to 75 years, have a box with fuses and/or circuit breakers. Tripping individual breakers, will power down a specific portion of a house.
Sure, turn the circuit breaker for that room/s. The problem is you might have multiple rooms on one breaker, or if you turn off the light for room A that also turns off a receptacle/s in room B.
if your talking about shutting off the power to certain rooms then you can throw the breaker that goes to those rooms !
