No it's not a fluid. They used to say electricity was the flow of electrons. But that isn't even accurate. It is more a transfer of charges between atoms , so no actual mass is being transported, just energy

It is a flow of electrons or other charged particles.

Not really, but it helps to think of it that way in basic electronic theory.
