Yes it is. I was in that major but switched to Computer Engineering. The two branches take almost the same classes, but Electrical is required to take more chemistry and weird electromagnet classes. The way the flow of that area goes is Electrical Eng > Computer Eng > Computer Science. At my college, they call classes ECE ####-- for electrical-computer engineering I believe.
It is not any harder than mechanical or civil. What makes any engineering discipline hard is a lack of interest and ability in the discipline chosen.
