208 - 230 volts likely means the two voltages you get phase to phase or phase to neutral, if the facility has 3 phase power. Likely it is close enough for 220 volt devices but not 110 or 120 volt devices. 110 volts is extremely rare in the USA in the 21 century.

208 to 230 is the range of voltage which is acceptable. In other words, the device will operate on any voltage between those two values.

I think I would discount 110, wouldn't you?

None of the above, really.

220v is line-to-neutral, at least in Europe.

208v is line-to-line, and 115vac line-to-neutral. 230v is line-to-line.
