99% of all cars are going around with harmless surface rust on the undercarriage. . . . it bothers me to! I use a metal brush to remove the worst scaling, then apply lindseed oil which seems to adhere better than anything else. Very messy, drips for a day or so, hardens into a plastic-like layer. Make sure to use "boiled" lindseed oil (the unboiled never dries) ; ; ; can be flammable so don't apply to exhaust.
Some people use heavier grade motor oil - but it washes off quickly. There are various rustproofing compounds that can be used . . . but they don't do any better job than the lindseed oil - and cost much more.
Wear your old clothes as you slather it on !
Minor surface rust on exposed metal components like axles and suspension parts is NORMAL on ALL cars. There is nothing to worry about, and no need to do anything. The car will be fine for as long as you own it.
Por15 is a product made for this. It chemically neutralizes the rust and seals it.

I have bought a MKII Polo, but have noticed a fair few problems. I got it cheap as a project, so I know there will be issues. I have looked underneath the car and have noticed large amounts of rust on the Axles as well as elsewhere. What can I do to start the arduous task of removing this and preventing it getting worse? If need be I will take photos of the area. Thanks
