An Emp generator takes HUGE amounts of power to do what you want and a truck to transport it all.
It is essentially a Huge Tesla coil or spark Gap generator.
No such thing.
You can make a 'Pinch' for a few hundred pounds.
That produces an EM pulse sufficient to crush or split apart a metal drinks can located in it's coil.
The EMP effect is enough to damage or disrupt sensitive electronics, possibly up to a few feet away.
For that level of power, you are looking at large banks of capacitors for power storage - too heavy to be portable, never mind any form of 'gun'.
All the stuff in movies re. EMP devices (other than the fact an atomic bomb can cause EMP effects) is fiction.

These are illegal in some countries. As the other guy points out, it is a fine line between disabling and destruction.
If you don't want to spend thousands on a high voltage low inductance capacitor, you could also use an explosive flux compressor (google it).
Plus EMP is not directional
Those are good answers. There is a very fine line between disable and destroy and yes, very large and heavy if you expect it have a range of more than one meter, Yes illegal.

What you don't do is get on a public forum and ask how to do something that is illegal to do.
