I use a puller that bolts to the lug nuts and has a threaded shaft that pushes the axle inward to try and break it free. If you did not have hub caps or mag wheel center caps the axles will be so seized in the hub that you'll need to replace the steering knuckle, hub, and axle. Some never come apart even with heat and a 20 ton press!
small ball peen and a BFH {Big F****** Hammer}. Put the ball peen (ball side against the axel and use the BFH hitting the ball peen so you don't enlarge the end of the axe,. or you can use an air hammer if you have one and you need and air compressor big enough too "sometimes you have to cut the old bearing off the axel and you will have to replace both but the chances of this happening is about the chances of hitting the lottery big time"

Next heat.... Although I like Cold, I use a 20lb bottle of CO2, upside down :), and your aiming to shrink the inside part with the liquid CO2. Works entirely too well
With a hub puller, made by dozens of companies. Auto Zone should have it on their loaner program.
Puller. Heat cold. Brute force. In that order.
