you need to use magnets some form of movement to generate electricity to power the bulb.

edit: Trust me on this, use a magnet, you can move it with your hand. If you want to know how to set it up, go to the dollar store and buy a shake-up flashlight. A lot of them have clear outsides so you can see whats going on inside. Otherwise you can open it up and figure out how it works. But you can generate the electricity and charge the bulb directly very easily.
technically this is impossible since the light bulb requires a flow of electrons and even using fruit juice is counted as an electric cell.
if you literally mean: no solid wires and no commercial(bought) batteries then its easy
otherwise you could power a plasma bulb with argon and electromagnetic resonance at say 24MHz
but if this is for some science fair crap then just squeeze some lemon juice onto a plate with some salt and a coin and sit the bulb on top. (this is still an electrochemical cell/battery tho)

A fluorescent bulb will light if waved/placed near a radio frequency source (or a black light) with enough energy.

Don't know how it works, but if you have a floresant tube light under the big power lines from the local nuclear plant it will light up. I've done it before
You have to stick it in a liquid acid with zinc and copper or something.. YouTube shows people using lemons and the like, have a look.
