I have to do this note card for some fifth graders, so in the simplest terms possible can you tell me if batteries have an electric charge and explain a little? Thanks! :)

Yes.

When a battery is fresh and new, we say it is fully charged.

When a battery is being used, we say it is discharging.

When a battery is used up, we say it is fully discharged.

Some batteries can be recharged.

And we can use them again.

I will answer this way :

Batteries do not have a static electric charge.

Batteries do not work by static electricity.

Yes. A fresh battery, like a AA, produces about 1.8 or 1.9 volts (it is rated at 1.5 V). As you use it, the chemical reaction inside produces the electrons that make current. The more of this you use, the less stuff is left to react and the voltage drops. The battery voltage when the battery is "dead" depends on what it is powering but it will not be 0 voltage. So... for instance,when the batteries will no longer make the remote control car move, they will probably still light a flashlight (just not as bright as fresh batteries). If the "dead" battery sits around in a drawer for a year or two, the voltage will probably drop to zero. If a fresh battery is rattling around in a drawer and, say, a bunch of paperclips "complete the circuit" (connects + to -), the battery may run down in a matter of minutes (and will get pretty hot as it does).

It helps if you understand that electric current is like the amount of water flowing out of a hose and the voltage is like the water pressure.
