Check the pedal. It should have a Return spring like the Brake pedal.

stuck down pedals are mostly due to mechanical defect e.g. return spring broken. if we have a cable operated clutch? and cable fails..then pedal WILL drop and stay on floor.
Typical of hydraulic problems in the circuit - master, slave, lots of air and/or lack of fluid. Have a thorough checking done and then repair.

pedal stuck down then told how to release it but happened again told it could be master cylinder
