The answer is simple, I asked it knowing what was wrong. The majority... well yeah the majority of you have no definite answer. Its simple... You ask, " how do you break, what break do you use, What car. And to who ever says its warped rotars, you are never right... Yes this does fix the problem... Until you go to stop really fast with crappy/cheap breaks... Which leaves material on your rotors... causing the wobble or grabbing effect. However... I do appreciate all of the feedback everyone has provided, including the angry "adults" who get upset when a person posts not specific information regarding the problem.. (Not everyone knows what the hell to say about something they are clearly not informed or know anything about) Again thanks.
A warped rotor will cause a pulsing effect when stopping. Grabbing is caused when oil, grease, or brake fluid gets on the brake pads.
Sounds like you have warped rotors which is caused by many different things but in the end, heat causes warped rotors. You could have been riding the brakes you could need to grease your caliper slide pins, you could have a bad caliper so it gets hung up, etc. Here is how to change your brake pads and rotors:
Make model year is required info.If you want an actual answer. I can speculate all day, without knowing what brake system you have. Its a guess.
If I don't know what tricycle you own can't tell you its components Not all are created equal.
Good luck

Since you know nothing about your vehicles brakes how come you keep driving and don't go to a mechanic and have them repaired?!
Rotors don't warp. But they do develop disc thickness variation caused by lateral runout. Read this post to understand the cause and effect and how to correct the problem.

warped rotors often caused by skimming or resurfacing badly , never resurface rotors on an ABS equipped car , could be your ABS going on and off, could also be a failed or wrongly fitted ABS sensor causing the ABS to come on every time you brake
Water in the brake fluid causes calipers to stick and freeze.
get your warped rotors turned and have them check the calipers for possible fluid leaks.
Driving my vehicle when I go to brake, it seems no matter how consistant I am on the brakes, it seems to have a "hill" or un even surface of which it is grabbing. I do not know how this is brought on, or what to look for or what to fix. What is it? What caused it? How do i fix it?
I agree with St. Paul Guy.
you may need new break pads or shoes.
