2. Based on the number of potentially habitable worlds, even if the odds of life forming are very small, those odds applied over the number of planets in the galaxy, or the universe as a whole, still indicate that our situation is not unique.
3. Unknowable. I think it is possible some may develop it, but given the rarity of intelligent life arising, the odds of those life forms developing faster than light travel before exhausting their resources and dying out would be even smaller. I wouldn't call it true "propulsion", as you cannot accelerate to or beyond the speed of light, other methods would be needed. None have developed this near us, as we have never been visited by extraterrestrials.
4. Probable at some point for any species that manages to travel faster than light. Unlikely to have taken place in our "neighborhood", we would likely have seen evidence of their exploration.

3) YES, Because 300,000,000 people cant be wrong when they say that they saw a UFO that glowed brightly then took off at a mind blowing rate of speed. Expert witnesses have testified to the fact that it would be physically impossible to accelerate at that speed without killing all who were inside the craft.
4) YES, I believe that they have researched technology/knowledge of how to warp time and space maybe even the fabric of reality itself.

Do you believe in aliens? Do you believe that the government has been in contact with extraterrestrial beings?
Then you have to say, If you dont quite believe in all of that, ask yourself this, what would the government have to benefit from by keeping it a secret?

if the government was in contact with a extraterrestrial race and got a hold of their technology, it would put an end to the oil industry and in turn take all the money out of the governments pockets.
