Theoretically Yes. The specification of 4000 mAh will generally be at a specified rate of discharge (current drawn.) It may be less at higher currents.
The rating of the battery is 4 A hr, but i don't know what current that is specified for. Typically, the capacity goes down at higher currents.
Is theoretically so, but the battery is affected by the influence of external and internal factors, actually reach the desired value.

ok so if i have 1x 18650 battery at 4000Mah does that mean i will get 4 amps for 1 hour?
